Definitions:
The percentage of third graders meeting or exceeding the Smarter
Balanced Assessment (SBA) math standards.
The Smarter Balanced Assessment replaced the MSP for English language
arts and math grades 3-8 starting with the 2014-2015 school year.
Data Source:
Data for this measure come from the Washington State Office of
Superintendant of Public Instruction (OSPI). Data were retrieved on
March 21, 2016 from the datafiles "SBA Scores by State" and "SBA Scores by District" (http://reportcard.ospi.k12.wa.us/DataDownload.aspx) and the Washington State Report Card (http://reportcard.ospi.k12.wa.us/summary.aspx?groupLevel=District&schoolId=1&reportLevel=State&year=2014-15&yrs=2014-15).

The Washington Assessment of Student Learning (WASL) was the state
assessment test from 1997 until 2009. The WASL was replaced by the
Measurement for Student Progress (MSP) and the High School Proficiency
Exam (HSPE) during the 2009-10 school year. The MSP was replaced the the
Smarter Balanced Assessment starting with the 2014-15 school year. The
SBA is used to test grade 3-8 in English language arts and math. The MSP
is still used for science in grades 5 and 8.
The methodologies between the exams are different and therefore historical comparisons between them are not recommended.
