Definitions:
The average number of infants who died before their first birthday per 1,000 annual live births by race. Rates are presented as three-year averages.
Deaths = Number of infants who died before their first birthday during the three-year period.
Population = Total number of infants under the age of one during the three-year period.
Rate=[Deaths / Population]*1000.
