Definitions: Includes the percentage of secondary science courses taught by a “Highly Qualified Teacher” (HQT). The federal definition of a “Highly Qualified Teacher” is threefold: teachers must (1) hold at least a bachelor’s degree, (2) be appropriately licensed by the state and (3) demonstrate subject matter competency.
