Definitions:  This indicator measures the rate per 1,000 children ages 0-17 who are in out-of-home foster care.

Footnotes: In Care Rates for a given year are computed by dividing the Point In Time count of children in child welfare supervised foster care by the child population and then multiplying by 1,000.
