Why This Indicator Matters

Older youth in out-of-home care are often more difficult to place in family-based settings, which results in placements in less than ideal congregate care.  Efforts should be made to identify the rates of older youth being placed in congregate care settings in order to advance policy reforms to increase opportunities for them to be placed in family-based settings.

Data Provided By

Definitions: The latest placement setting of youth (age 13 and older) in foster care on a given day (9/30).  Placement settings are the different environments that children can be placed in when they enter the foster care system.  Pre-adoptive settings, as well as foster family settings (both relative and non-relative) are family-based placement settings.  Group homes and institutions are more restrictive placement settings and are often referred to as congregate care settings.
