Definitions: This indicator measures the rate per 1,000 children ages 0-17 who are reported to have experienced substantiated abuse (sexual, physical or emotional) or neglect.

The reported rate (both state and county) is computed by dividing the unduplicated count of children with a substantiated allegation by the child population and multiplying by 1,000.
