Why This Indicator Matters

When wages are low and incomes aren’t enough to afford the basics, children face significant obstacles to opportunity right from the start.

Definitions: Estimated number and percent of related children age 15-17 in families in poverty.

Data Source: The U.S. Census Bureau, Small Area Income and Poverty Estimates (SAIPE).

Footnotes: These estimates combine data from administrative records, intercensal population estimates, and the decennial census, with direct estimates from the American Community Survey. The Census Bureau believes these model-based single-year estimates are more reflective of current conditions than multi-year survey estimates.

Definitions: Data represent the estimated number and percentage of population under food insecurity for a given year. Food insecurity refers to the USDA’s measure of lack of access, at times, to enough food for an active, healthy life for all household members and limited or uncertain availability of nutritionally adequate foods. Food insecurity may also reflect a household need to make trade-offs between important basic needs, such as housing or medical bills, and purchasing nutritionally adequate foods. Food insecure households are not necessarily food insecure all the time.

Data Source: Feeding America, Map the Meal Gap. Kids Count division of the Tennessee Commission on Children and Youth collected and organized data.

Footnotes: Population and food insecurity data in state total may not reflect the sum of all counties total.

Definitions: Data represent the number and percentage of students from 3rd to 8th grade who achieved on-track or mastered score in math during a school year. From 2016-17 Tennessee Department of Education has been conducting TNReady tests for 3rd to 8th grade public school students.

TNReady scores fell into one of four new achievement levels, which were created through public feedback: mastered (level 4), on-track (level 3), approaching (level 2), and below (level 1). These performance levels replaced the old terminology applied to former Tennessee Comprehensive Assessment Program (TCAP) : advanced (level 4), proficient (level 3), basic (level 2), and below basic (level 1).

This indicator is the continuation of indicators "3rd to 8th grade average TCAP score". As the testing procedures have been changed the interpretation of the results require some caution.

Definitions: Chronic absenteeism is defined as the percentage of students who were absent for 10 percent or more days over the course of a school year. The rate data were provided by the Department of Education. The Kids Count Division of the Tennessee Commission on Children and Youth converted district level data to county level.

Data Source: Tennessee Department of Education.

Footnotes: NA = Not available. A number of schools and districts have either incomplete data or serve a non-traditional student population where the number of students who were enrolled on October 1 may not be accurate reflection of the student body due to transient nature of the students such as alternation students. These data points have been suppressed and the percentage is listed as NA.

State rate is computed using data on total students and number of absentee students as available. State special schools are not reported and thus  not included into state rate.

Definitions:

The number and percentage of children ages 2 to 4 enrolled in the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) with a Body Mass Index (BMI) greater or equal to the 95th percentile for children of same age and gender. The prevalence rate is the percentage of obesity. The denominator for calculating the percentage of obesity is the number of children 2-4 years of age participating in WIC. Records with unknown or invalid data were excluded from the analyses.

Data Source:

The WIC Data System, Tennessee Department of Health, Division of Family Health and Wellness.

Footnotes:

*Prevalence rates were suppressed for counties with small numbers (less than 100) of children 2-4 years of age enrolled in the WIC program for a specific data year. In 2016, CDC changed the cut points for biologically implausible values (BIVs). These changes did not affect the calculation of percentiles or subsequent calculation of obesity. Due to this change, obesity prevalence for 2016 forward will not be compared to previous years.
