Why This Indicator Matters

It is important to understand the total population of children entering out-of-home care for the first time, as well as the specific racial and ethnic make-up of groups being most impacted. Further analysis of the general population compared to the foster care population would be helpful to understand if racial and ethnic disproportionality exists in first-time entries, and if preventative services are aimed towards all racial and ethnic make-ups.

Data Provided By

Definitions: The number and percent of children who entered foster care placement for the first time during the reporting period by race or Hispanic origin. The “Non-Hispanic Other” category includes children who were not Hispanic, not White, not Black or African American, and whose record did not indicate more than one category. This category includes a small number of American Indian or Alaska Native, Asian, Native Hawaiian or Other Pacific Islander, and Unable to Determine.

Race or Hispanic origin are mutually exclusive categories. Children who are of Hispanic origin are not classified as any other race.

Footnotes: Statistics (rates, ratios, percents) are not calculated and displayed for counts less than 10 (or less than 3 for Bayesian/Nearest Neighbor rates). This is due to the unreliability of statistics based on small numbers of events.
