Definitions: The number of teens ages 16-19 who are not enrolled in school and are not high school graduates. (The status of high school graduate includes a GED or equivalent). 
Percentage is derived by dividing the number of teens ages 16-19 who are not enrolled in school and are not high school graduates, by the total number of teens ages 16-19.
