Definitions: Early Head Start is the number of Early Head Start slots available per 100 children from birth through 3 years of age living in families with incomes below the U.S. poverty threshold. 

Data Source: Data prior to 2013 are provided by the U.S. Department of Health and Human Services, Administration for Children and Families Region VII Office. Data since 2013 are provided by the Kansas Head Start Association. Data for children living below poverty are based on the poverty estimates and population estimates from the U.S. Census Bureau. 

Footnotes: Data represent federal fiscal year (Oct. 1 to Sept. 30). Year 2017 numbers are revised from last year's release because the official 2017 SAIPE poverty became available in the end of 2018. The current rate represents the number of slots available for federal fiscal year 2019. The trend represents the average annual change in slots available for federal fiscal years 2015–19.
