Definitions: This is the number of registered family child care homes in West Virginia.

Definitions: This is the percent of all family childcare providers who are ACDS (Apprenticeship for Child Development Specialist program) graduates.

Definitions: The percentage of all eligible children 3-4 years old who are participating in funded positions in Head Start.

Footnotes: In some counties, the percentage of children 3-4 years old funded by Head Start exceeds the percentage of children in poverty; this may be due to (1) the poverty percentage is estimated by the Census Bureau and, therefore, may not be exact; (2) the population of 3 and 4-year-olds is estimated by the Census Bureau and, therefore, may not be exact, and/or (3) guidelines for the program allow up to 10% of children enrolled in Head Start to exceed the poverty level.

Definitions: 4th graders who scored below proficient reading

Students in grades three through eight and in grade ten take the West Virginia Educational Standards Test (WESTEST) . The WESTEST is an assessment that measures student achievement of the West Virginia Content Standards and Objectives. The content area used here is reading/language arts. Student performance is compared to WV academic standards, not a national sample of students.

The reading tests are given in the spring and while we are interested in reading ability by the end of third grade we want to follow the national KIDS COUNT Data Book definition by using 4^th grade reading scores.  National tests are not given in the third grade.

Definitions: The percentage of students in grades 7-12 who leave a public school before graduation without transferring to another school.

Footnotes: At a state and county level, this indicator is based on a three-year average of school years. This percent is based on the number of 7th through 12th grade dropouts divided by the addition of the number of 7th through 12th grade dropouts and the number of 12th grade graduates.

Definitions: This is the percentage of all births to mothers with less than a 12th grade education. This indicator is based on a three-year total.  The number of births to mothers with less than a 12th grade education is divided by the total number of births to mothers with known education.
