Definitions: The percents of 'Providers Not in STARS' and 'Providers in STARS' are proportions of the regulated providers in that county.

The percents of the various STAR levels are proportions of the total providers in STARS within that county.

Definitions: Federal and State-funded Head Start, Public School Pre-Kindergarten and PA Pre-K Counts are programs that provide high-quality public-funded pre-kindergarten to children in PA.
Percents represent total child population ages 3-4 served.

Data Source: Federal Office of Head Start (prior to 2012) and PA Departments of Education and Public Welfare, Office of Child Development and Early Learning

Population estimates are provided by the Pennsylvania State Data Center and Pennsylvania Department of Health.

Footnotes: Head Start figures designate the number of slots available, not the number of children enrolled.  Throughout the year, multiple children could use one slot.

Early Head Start enrollments are excluded since the age is not the pre-kindergarten targeted population of  ages 3 and 4 years.

Definitions: The number of children enrolled and attending half-day and full-day kindergarten as of October 3 of the school year, as reported by the school districts and charter schools.

Footnotes:  Totals for Pennsylvania are unique counts of students.  The school district and charter school data may not sum to the Pennsylvania total.
