Definitions: Number of children enrolled in the Kentucky Preschool Program and Head Start, and percent of all 3- and 4-year-olds.

Footnotes: Data reflect count in December of given year. Owsley County percent for 2011 exceeds 100 due to deriving the calculation's denominator from an estimated population number.
