Definitions:

Poverty thresholds are based on family size and number of related children. The federal poverty level in 2010 was $17,568 for a family of three with two children and $22,113 for a family of four with two children.

Definitions: Pre-Kindergarten and At-Risk Program serves children ages 3 to 5, who, because of their home and community environment, are subject to such language, economic and like disadvantages that they have been determined, through a screening process, to be at risk of academic failure. 

Preschool for All provides educational services to all 3- to 5-year-old children whose families choose to participate. The program expands funding available under the Prekindergarten Program for Children at Risk of Academic Failure. The Illinois State Board of Education gives first priority for funding to programs that primarily serve children at risk of academic failure; and second priority to programs that primarily serve children whose family income is less than four times the federal poverty guidelines.

Definitions: The Early Childhood Block Grant funds pre-kindergarten programs operated by local school districts and qualified community agencies, as well as developmental services for infants and toddlers.

Definitions: The Earned Income Tax Credit (EITC) supplements the wages of low-income working families through the federal tax code. A key feature of the EITC is that if the amount of the credit exceeds a family’s income tax liability, they will receive a refund for the difference. In tax year 2010, over 1 million Illinois families received the EITC, an increase of over 8,000 from the previous year.

Definitions: Medicaid and the Children’s Health Insurance Program (CHIP) are funded jointly by the federal government and state governments. “All Kids expansion” in Illinois, which is supported by state funding only, offers health care coverage to uninsured children who are not eligible for Medicaid or CHIP.

Definitions: Substitute care – in a foster family home, group home, or institution - is the temporary placement of children outside their homes due to abuse, neglect or dependency. Placing a child in substitute care is not intended as a permanent living arrangement but to protect the child with the ultimate goal of returning the child home.
