Definitions: Numerator: Number of substantiated incidents of child abuse and/or neglect. Denominator: Number of children less than age 18. Rate calculation: 1,000 times the numerator divided by the denominator.

If there is substantial credible evidence that abuse or neglect has occurred, a report is determined to be substantiated. An incident count represents the number of maltreatment events that occurred. One child can have more than one incident. For example, a child who was physically and emotionally abused represents two incidents of abuse. LNE (low number event) indicates that there were 4 or fewer events on which rates would be based.
