Definitions: For most school districts, General State Aid per pupil is distributed on the basis of the difference between “available local resources” (primarily property wealth) and the “foundation level” (a guaranteed minimum level of funding per pupil from state and local sources combined). School districts also receive Supplemental General State Aid (“poverty grants”) based on the concentration of students from low-income households.
