Definitions: Pre-Kindergarten and At-Risk Program serves children ages 3 to 5, who, because of their home and community environment, are subject to such language, economic and like disadvantages that they have been determined, through a screening process, to be at risk of academic failure. 

Preschool for All provides educational services to all 3- to 5-year-old children whose families choose to participate. The program expands funding available under the Prekindergarten Program for Children at Risk of Academic Failure. The Illinois State Board of Education gives first priority for funding to programs that primarily serve children at risk of academic failure; and second priority to programs that primarily serve children whose family income is less than four times the federal poverty guidelines.
