Data Source: Counts were supplied by the Tennessee Department of Education, Special Education Services. First day's membership data were provided by the Tennessee Department of Education's Office of Research. The KIDS COUNT division of the Tennessee Commission on Children and Youth converted district-level data to county level and computed rate.
