Note that many counts/rates are statistically unstable and may fluctuate widely across time periods due to random variation (chance), especially when there is a small number of health events in a small population.  For example, in 2007: Guadalupe County had just 1 teen death in a population of 410, yet because the population is so much smaller than the rate denominator (100,000), the rate is high--244/100,000.
