Definitions: The Relative Rate Index compares the arrest rate for White youth with the arrest rate for African-American youth. To calculate the RRI, the arrest rate for African-American youth is divided by the arrest rate for White youth. The arrest rate is calculated by dividing the number of arrests for each group by the population of that group.

Data Source: Arrest data from Maryland State Police. Population data from Puzzanchera et al, Easy Access to Juvenile Populations: 1990-2009 (2010).2010 Population is created by averaging net gain/loss for the state and each county over a 5 year period.
