Definitions: At risk preschoolers are all participating 4-year-olds who meet income eligibility. Disabled preschoolers are all participating 3- and 4-year-olds who meet eligibility due to developmental delay or disabilities. Head Start preschoolers are all participating 3- and 4-year-olds whose family income meets federal guidelines for poverty.

Data Source: At-risk and disabled data from Kentucky Department of Education. Head Start data from Governor's Office of Early Childhood. 

Footnotes: Data reflect count in December of given year. Head Start enrollment numbers for Jackson and Owsley Counties in 2011 provided by the grantees for those counties' programs.

Note: Maps use the natural break classification method, which reflects patterns in the data by dividing the map into naturally occurring groups. Using statistical tools, this method determines cut-off points for each group by identifying large gaps in data values.
